What the evidence can tell you: what the selected firms publish and what a stated rate or minimum means for its particular service.

What it cannot tell you: a national average, the amount a client actually paid, your own final quote, or which writer will deliver the best result. The source-check date is shown with the evidence; it is not a guarantee that the offer remains unchanged.

You do not need a grant opportunity selected before using the kit. You can define a research or planning assignment instead of commissioning an application. If you already have a draft, use the materials to ask for a review or edit rather than assume a full rewrite is necessary.
