# Public grant-writing contract dataset: field definitions

File: `grant-writing-contract-awards.csv`. Eight historical original contract/award entries, three U.S. public buyers, award years 2015, 2023 and 2024. Collected October 3, 2026 UTC. This is a convenience sample, not a market survey. All amounts are nominal USD.

| record_id | Stable ID for one original provider award/contract entry. Six IDs share the same Huntington Beach procurement. |
| buyer | Public organization named in the source. |
| state | Two-letter U.S. state code. |
| provider | Provider name normalized enough to read. Source name variants remain in the primary document; this is not a verification of current legal identity. |
| award_date | Date of the adopted award action. For BK-2023-01, the buyer's reported execution date is used because a separate council-award date was not located; that distinction is explicit in notes. |
| execution_date | Actual reported or checked execution date when legible and supported. Blank when not separately established. |
| term_start / term_end | Original dates explicitly reported in the checked record. Blank dates must not be inferred from approval dates. |
| term_months | Stated original term, used descriptively. Not an assumed number of paid monthly invoices. |
| amount_usd | Original not-to-exceed ceiling in USD. Not actual payments or a current advertised service price. |
| currency | USD in every record. |
| amount_type | `not_to_exceed_ceiling` in every record. |
| billing_basis | Specific agreement basis where checked; otherwise an explicit unknown. |
| summary_scope | Short paraphrase of the authorized work. This is not a complete contract or current vendor service description. |
| payment_amount_usd | Exact matched payment amount collected for this entry. Blank for all eight rows; never coerce to zero. |
| payment_status | What was and was not collected. Berkeley includes a reported approximate utilization statement, which is not converted into exact dollars. |
| evidence_stage | Adopted award approval, executed-copy check, or buyer-reported execution. These statuses are distinct. |
| source_url | Exact primary buyer record inspected. Repeated sources are intentional for multiple awards under one action. |
| source_locator | Action, section, appendix or page used for the row. |
| check_date | Date the primary source was inspected, in UTC. Not the award date or first publication date. |
| notes | Material limits, name/date issues and amendment treatment. |

Reproducible calculations: eight rows; three distinct buyers; six Huntington Beach rows; six divided by eight = 75% row concentration; six times $250,000 = $1,500,000 Huntington Beach authorized ceilings. None is an observed spending total. Do not compute a national average from these records.

The table records original awards. Later amendments require a linked version or amendment table, a final adopted action/executed amendment source, and clear prevention of double-counting. An amendment recommendation alone cannot change an awarded value. Preserve historic observations when refreshing the page.
