Consider contacting BBCetc when your team can produce a technical draft and wants structured SBIR/STTR guidance and review. Its service sheet describes client assessment, training, agency-specific materials, editing, and submission support. The described editing workflow starts with a complete client draft; it should not be read as a promise to write the whole application from scratch.

Its intake page recommends starting 8–12 weeks before the target deadline. For new clients within three weeks, it describes high-level and compliance reviews as workload permits; within ten days, it considers engagements case by case. Those are published timing guidelines, not confirmation that a consultant can take your project.

An “SBIR consultant” quote can describe very different work. Ask providers to identify the deliverable, who produces the first draft, and what happens after feedback.

Confirm the small-business application you actually have

SBIR/STTR work centers on a small business developing technology with a path toward commercialization. The SBA's program overview explains this focus. A university's research application is not automatically an SBIR/STTR project because its subject is scientific.

At NIH, an STTR application requires a partnership with a nonprofit research institution, while an SBIR application allows a research partnership. The applicant receiving the funding is still the small business. NIH's program comparison explains the differences and application pathways.

Before requesting a quote, identify:

  • Applicant: the company applying, plus any research-institution partner.
  • Target: the agency, solicitation link, program, phase or pathway, and submission deadline.
  • Technology: the problem, proposed innovation, current evidence, and work planned during the project.
  • Current materials: existing draft, reviewer feedback, technical data, preliminary budget, and market information.
  • Requested scope: planning, coaching, review, drafting, commercialization content, administration, or a defined combination.

If the solicitation is not selected yet, ask for a paid fit-assessment scope rather than a quote that assumes a complete application. If this is an institutional scientific proposal or a different federal program, use the services comparison and confirm the exact mechanism directly.

Send a useful first inquiry

You can start with a short, nonconfidential project summary. Share unpublished findings, proprietary methods, or detailed intellectual-property information only after agreeing appropriate confidentiality and handling terms with the provider.

If you need to compare responses, send the same scope to each provider. Ask for written terms covering ownership of the work, confidentiality, use of subcontractors or AI tools, cancellation, and what happens if you change the target solicitation.

The application remains your organization's responsibility. Buying writing or review support does not guarantee eligibility, a successful submission, a favorable review, or an award.
